Increment Day for Central Government Employees – 1st July of Every Year

1st July of every year – ‘Increment Day’ for Central Government employees.

As per the 6th Pay Commission CCS (Revised Pay) Rules 2008, provisions of Rule 10 with effect from 1.1.2006, uniform date of increment was implemented for all Central Government employees i.e. 1st July of every year. One more condition for getting increment is provided in this rule, completing six months in the same pay as on 1st of July are only eligible to be granted the annual increment.  Who have not rendered six months period of service as on first of a year will not be eligible to draw increment on that day and their date of increment will fall 12 months later on the next 1st of July.

Today is the ‘Increment Day’ for all Central Government employees. If the increment  day falls on Sundays or holidays, the next working day will be taken as resumption day. In case of an employee taken leave  2.7.2012, his increment benefit will be granted only from the date on which he resumes duty and not from the first of July.

There would be rare chance to occur such problems to take leave on increment day. But whereas, better to avoid to take leave on first working day of any year. Normally most in the Government organisations, promotion orders are not publishing on  the date of promotion. If the promotion date falls on first January, there should be condition on assumption that the promotee should be present for the duty on that day of promotion. If not, the promotion is to be granted only from the date of resumption of duty on return from leave. According to this rule, qualifying period for earning an increment is six months on 1st July, the date of next increment will postponed to the next year.

In the light of the above situation, if the first day of any year falls on Sundays or Holidays, the Dopt clarified that the ‘Government servants who join posts on the 1st working day of the year will be treated to have completed six months of service on 1st of July of that year for the purpose of granting them annual increment on that day’.

Every Central Government employee should know the calculation of Annual or Promotion increment, one increment is equal three percent of the sum of the Pay in the Pay Band plus Grade Pay and it should be calculated and rounded off to the next multiple of ten.

Annual Increment calculation :-

An employee drawing a pay of Rs.12,030 including Grade Pay of Rs.4,600, his increment fixation will be fixed as follows…

Basic Pay including Grade Pay : Rs.12,030

3% increment for Rs.12,030 and it rounded off to the next multiple of ten : Rs. 360

His Basic Pay as fixed on 1st July : Rs.12,390

[Note that in the case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of ten.]

Soon, send money order from your mobile

The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

"The Department has signed an agreement with BSNL for providing money remittance throughmobile phones," Department of Posts (DoP) said in an official statement today.

As per the pact, BSNL has been provided with the requirements of DoP for development of the software.

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012.

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said.

As per the spokesperson, DoP will give commission to BSNL for each remittance made and the commission will vary on the amount transferred.

Under this facility, receiver of the money will get SMS for transaction and initially get cash at the nearest authorised post office by showing the message, the spokesperson said.

How to Repair a SQL Server 2005 Suspect database

Sometimes when you connect to your database server, you may find it in suspect mode. Your database server won’t allow you to perform any operation on that database until the database is repaired.

SQL server database can go in suspect mode for many reasons; some of them are given below:

Improper shutdown of the database server
Corruption of the database files
Unavailable device files
Unavailable database files
Database resource used by operating system
SQL Server incorrectly asserts free data page space when a row is inserted


To get the exact reason of a database going into suspect mode can be found using the following query,

 DBCC CHECKDB (‘YourDBname’) WITH NO_INFOMSGS, ALL_ERRORMSGS

Output of the above query will give the errors in the database.To repair the database, run the following queries in Query Analyzer,

EXEC sp_resetstatus ‘yourDBname’;
ALTER DATABASE yourDBname SET EMERGENCY
DBCC checkdb(‘yourDBname’)
ALTER DATABASE yourDBname SET SINGLE_USER WITH ROLLBACK IMMEDIATE
DBCC CheckDB (‘yourDBname’, REPAIR_ALLOW_DATA_LOSS)
ALTER DATABASE yourDBname SET MULTI_USER

and you are done.

You should keep one thing in mind while using the above queries that the repair mode used here , REPAIR_ALLOW_DATA_LOSS, is a one way operation i.e. once the database is repaired all the actions performed by these queries can’t be undone. There is no way to go back to the previous state of the database. So as a precautionary step you should take backup of your database before executing above mentioned queries.

Cancel a Print Job Without Waiting Years

Ever tried canceling a print job in Windows but feel like it takes ages before anything actually happens? Windows is unable to cancel print jobs while the temporary file created for the print job is still being used by Windows. The solution: You've got to stop the spoolsv.exe service in the Windows Task Manager, delete any outstanding print jobs in the C:\Windows\system32\spool\printers\ directory, restart the spoolsv.exe service, and then start printing again. That's a lot of work to do manually, particularly if this is a problem you run into regularly,

Allergic to air-conditioners?

Got the sneezes and the sniffles? It could be caused by the air-conditioner
The temperature has dropped a notch; there's a hint of rain and more grey than blue in the sky. But the summer, at least in Chennai, is by no means over. Anytime now, the sun will be back from its sabbatical and the men from the Electricity Board will peer into your fuse box and shake their heads sadly. The air-conditioner, you see, does more than just overload the electricity grid. It often bungs up the nose, lines the throat with thorns and makes you feel miserable. At least that's what a friend, who sought respite from the wretched mugginess in an air-conditioned room, told me.

Susceptibility
She is, of course, hardly alone; legions of office-goers complain of headaches and stuffy noses when they wrap up work. Mums fret over their infants as they snuffle and snort all night in air-conditioned bedrooms; and the elderly talk fondly of a time when air-conditioners were unknown to humankind. And yet, though many people sleep in an air-conditioned environment, not everyone ends up with the sniffles. “It is a question of susceptibility,” says Dr. H. Ganapathy, consultant ENT surgeon, Apollo Hospitals, Chennai. “People who have a sensitive nose, who’re predisposed to allergies, those with compromised immune systems and those who’re already suffering from an infection, say, common cold, are especially prone to the ill-effects of air-conditioning,” he says.
The symptoms of rhinitis precipitated by air-conditioners range from blocked nose, and repeated sneezing all the way to tonsillitis, pharyngitis, sinusitis and body-ache. “It can affect the quality of life,” says Dr. Ganapathy. “If the nose is constantly blocked, you can feel sick and irritable, and your efficiency goes down. As for children, how can they play, study or attend school comfortably? So the important thing to do is identify why the symptoms occur.”
Cause and effect
Sleeping directly in a draught of air can compromise the airways, especially when there is an inherent block — either a blockage in the nose caused by a deviated septum or due to an infection such as a cold. But very often, when the air-conditioning filters have not been cleaned, if there are stuffed toys or pets in the room, pollen (from flowers/indoor plants), chemicals (mosquito repellents), or perfumes (aerosol room-fresheners), the symptoms can get aggravated in sensitive people.
Often, it’s people who work in centrally air-conditioned buildings, who complain frequently about rhinitis and infections. “In such buildings, if the air ducts are not cleaned regularly, it leads to what we call the ‘sick building syndrome’. Infections spread easily in a closed environment,” says Dr. Ganapathy. People susceptible to rhinitis are also advised not to frequently move between a hot, humid area and a cold, dry one. “The thermostat should ideally be set at 22 or 23 degree C; and it’s important to have humidifiers in place. When there is insufficient moisture in the air, the nose gets dry,” he says.
Several over-the-counter medications and nasal sprays can provide relief, although the benefits are short-lived. Besides, drugs are not a practical, long-term solution for a young boy/girl who develops allergic rhinitis. Steam inhalation is usually flogged as a good option, as it clears the nasal passage; but Dr. Ganapathy cautions against doing it when you have a bacterial infection, since it can carry the bacteria deep into the ear, leading to an ear infection.
“You have to find out the basic issue and treat that, not just the symptoms,” says Dr. Ganapathy. Typically, wait for a few days to see if the symptoms subside; if they do not run their course (as they would, if it were an infection), or you don’t feel any better in a week, you need to see a doctor. Identify if there are polyps or a deviated septum in the nose that is obstructing the free movement of air; find out if you’re allergic to dust/ mould/ smells and check if pollution is exacerbating your problem. Periodic maintenance of the air-conditioning filters is essential. If you can’t avoid the triggers of your allergy — i.e., if air-conditioning bothers you, but your place of work is fully air-conditioned — then you need to discuss with your doctor how best to alleviate your suffering.
With a/c now a necessity, these tips may be useful
* A/C maintenance is the crux of the issue. If the filters and ducts are cleaned regularly, it can minimise the problem.
* Maintain room temperature at a comfortable 22 or 23 degree C.
* Ensure there are humidifiers in A/C spaces.
* Keep out stuffed toys and pets from A/C bedrooms.
Dr. Ganapathy explains sinusitis
Imagine the nose is the main hall from which various rooms branch out. The rooms would be the sinuses. Air goes through the main hall and into the sinuses; mucous secreted there drains through the nose. When the nose gets blocked because of allergies, there is no ventilation and no drainage. So the sinuses, which should normally feel light (like a balloon filled with air) become heavy because of the trapped mucous. We then try to open the door by using anti-histamines or nasal sprays.

Pranab Mukherjee elected as new President

Pranab Mukherjee was on Sunday elected as the 13th President, marking a new journey for the veteran Congress leader after over four decades of life in active politics.
He declared elected as President, polling 69.3% votes with a value of 7,13,763, said Returning Officer.
Mukherjee, UPA nominee, got 5,64,469 vote value, well beyond the half-way mark of 5,25,140 in an electoral college of over 10.5 lakh when counting of votes polled by the MPs and MLAs of 20 of the 30 states was completed.His rival P A Sangma, who was backed by BJP and some other opposition parties like AIADMK and BJD, could manage only 2,57,466 vote value, according to Rajya Sabha Secretary General V K Agnihotri, who is the Returning Officer for the poll.
As Mukherjee headed for victory, senior ministers, including A K Antony and P Chidambaram, went to his 13, Talkatora Road residence to greet him.
“He will be a great President. We wish him all the success,” Chidambaram told reporters outside his residence.
As expected, Mukherjee won with the backing of UPA partners, including Trinamool Congress which had announced its support only at the last minute. Outside supporters of UPA, including Samajwadi Party and BSP, besides some opposition parties like JD(U) and Shiv Sena also voted in his favour.
In Kerala, it was a clean sweep for Mukherjee as he got all the 124 votes polled while one was invalid. Sangma drew a blank. CPI and RSP members abstained from voting which has a 140 member Assembly.
In neighbouring BJP-ruled Karnataka, there has been apparent cross-voting. Mukherjee got the majority votes in the 224-member Assembly with 117 MLAs voting for him. Sangma could get only 103 votes while three votes were invalid. One MLA did not vote.
The Congress had expected only 102 votes, including that of H D Deve Gowda-led JD(S).
Sangma, as expected, scored heavily in states ruled by BJP, like Gujarat, Madhya Pradesh, Chhattisgarh, Himachal Pradesh and Goa.
Strangely in Jharkhand where BJP shares power with JMM, Sangma got the votes of only 20 MLAs. JMM voted for Mukherjee.
The electoral college included 4120 MLAs in the states.
Mukherjee, 76-year-old Congress leader, brings to the top Constitutional post a wealth of experience as he has held key positions in the party and government, including holding the portfolios of Finance, Defence and External Affairs.
He established a clear lead right from the beginning when counting of votes of MPs completed and maintained it across the states, except the BJP-ruled ones. He sprang a surprise in BJP-ruled Karnataka where he got the votes of 117 MLAs against BJP’s 103 in the 224-member Assembly.
Out of 748 MPs, who had voted, he secured 527 votes with a value of 3,73,116 against 206 for Sangma which has a value of 1,45,848.
Fifteen votes including that of SP chief Mulayam Singh Yadav were invalid. Of these, nine were to be in favour of Mukherjee while six for Sangma.
Voting for the Presidential election took place on July 19. The electoral college for the poll comprises MPs and MLAs.
