New set of Ministers for "Communications & Information Technology"

Prime Minister Sri Manmohan Singh on Sunday effected a major revamp of his council of ministers, inducting 22 faces, including seven of cabinet rank, in what is said to be the last major ministerial shuffle before the 2014 general elections.
In the reshuffle of portfolios, Sri Pallam Raju of AP was made human resource development (HRD) minister in place of Sri Kapil Sibal, who was left only with communication and IT.

Bug in Update 3 while taking return from postman after modifiying the Postman name

In Meghdoot Update 3 after modifying the Postman name in Supervisor. The postman name appears twice while taking returns (Old Postman Name+New Postman Name). Because of this bug day end cannot be done. Now CEPT MYsore has Provided two exl to solve this issue

Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

     In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.


2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4. Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5. It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

Film actor and comedian Jaspal Bhatti died in a road accident near Jalandhar early Thursday.
The car in which the 57-year-old actor was travelling hit a roadside tree near Shahkot in Nakodar area of the district around 1 a.m., Bhatti’s associate Vinod Sharma told PTI in Chandigarh.
Mr. Sharma said that Bhatti was going to Jalandhar from Bhatinda for the promotion of his Punjabi film Power Cut scheduled to be released on Friday.
Bhatti’s son Jasraj, who was driving the car and film’s heroine Suril Gautam were injured and rushed to a hospital at Jalandhar.
Mr. Sharma said that Bhatti had been travelling over the past few days for the promotion of his new film.
The cremation is expected to take place later Thursday evening after his body is brought to Chandigarh after completion of various legal formalities, including post-mortem, Mr. Sharma said.
Bhatti leaves behind his wife Savita, a son and a daughter.

CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES
STAFF WELFARE 
The Central Government being the largest single employer in the country, bears the major responsibility of looking after the welfare of a large number of employees spread all over the country. This Ministry recognizing that welfare of employees is one of the prime tasks of personnel management, provides and aids a large network of staff welfare programmes, thereby underlining the fact that improvement in the working and living conditions of the employees and their families, leadsto efficiency and high morale amongst them.
A brief account of the various welfare programmes/organizations under this Ministry is given below:

CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES :
Outside Delhi at a place where there are at least 5 Central Government Offices and the total number of Central Government employees is not less than 1,000, the Central Government; Employees Welfare Coordination Committee has been formed. These Committees are responsible for coordinating the welfare activities of the Central Government employees serving within their jurisdictions. At present, there are 41 such Coordination Committees located in different parts of the country. Senior most ficer in the station is the Chairman of the Committee.
RESIDENTS WELFARE ASSOCIATIONS:
In order to foster a spirit of mutual help and goodwill among the residents of government colonies and to promote amongst them social, cultural and recreational activities, Resident Welfare Associations have been recognized in Delhi and in other parts of the country. At present, thereare 66 such Associations. The members of Management Committee of these Associations are elected by holding elections every two years under the provisions of the Model Constitution framed by this Department. 
GRANTS TO RESIDENT WELFARE ASSOCIATIONS AND CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES:
This Ministry has been providing grants to the recognized Residents Welfare Associations and the CGEWCCs as under:
i) Residents Welfare Associations  : A maximum of Rs.4500/- per annum
ii) Central Government Employees Welfare Coordination Committee : A maximum of Rs.18750/- per annum for cultural activities and indoor games plus a maximum of Rs.9000/- per annum for Secretarial Assistance. The grants amount is determined on the basis of the staff strength.
AREA WELFARE OFFICERS :
Area Welfare Officers (AWOs) are appointed in residential colonies having a large number of Central Government employees. The AWOs serve as a link between the Government and residents in matters relating to the welfare of Government employees living in various colonies. They also work as field officers coordinating and maintaining liaison with the agencies of Government concerned in matters relating to provision of various civic amenities to the residents, such as CPWD, CGHS, Horticulture, Police, Transport and others. There are at present 64 AWOs'in Delhi and 25 at places outside Delhi.
BENEVOLENT FUND :
To provide financial assistance to the Central Government employees in the event of their prolonged illness, premature retirement, death etc. Benevolent Funds have been in operation in the Central Government Departments. In this Ministry, employees who are members of this Fund, have to contribute Rs.20 each per annum. The Government’s contribution to this Fund is Re.1/- per sanctioned staff, per annum.
RECREATION HALLS/CLUBS IN MINISTRIES/DEPARTMENTS :
Clubs have been set up in the Ministries/Departments with the object of organising various welfare activities

Life is for Living

 “Life is for Living” – That’s what I’ve learnt over the past few days. Life is not all about studying, studying and studying. It’s about living, that is what’s important.

  Until today, my time-table used to be like “Study-Break-Study-Break-Study-Break-Sleep” But, I think that I’ve understood the need to include some ‘off time’ for doing things just for the pleasure of doing them.

  It’s important to do things that you’ve a real interest in. I was missing that point until now, I hope that isn’t the case anymore. I should find things that give me real joy and work towards doing them.

  ….This is not the ‘amazing post’ that I promised to write in the ‘99th post’. I’ve decided to put it off until a sunny day.

Every win is not a Victory

“Every Win is not a Victory.”

 I was just watching MasterChef(alright. You got me. But, it was only the last few minutes so I just tuned in.) Well, ‘Shannon’ said that. She didn’t exactly say it but she said something similar and I transformed it. Well, it’s been an eye-opener.

‘Every win is not a victory.’ WoW!

  Somebody out of my league may have got more marks than me and won over me in the pre-finals but that person hasn’t achieved victory over me. That person has just won the battle, the war is still on. And, the war starts in 22 hours. I’m glad that I’m finally over my ‘sulking’ mood.

 I’m going to make this a short one because I got to go get started on preparing for my science exam.

  I’m going to take this one up as a real challenge. To be honest, it’s been ages since somebody last challenged me. I’m liking the feel of it J

 Yup! I’m going to study my head-off and I mean it. I’ve got a goal in front of me.

“In victory, the Hero seeks the glory not the prey.”

Life’s not fair.

Life’s not fair. But, I guess you already knew that.

                I’m talking about the volleyball match that we had today. When we needed it the most, we blew it. The students of the 8th, 9th and 10th grade were divided into 2 teams and a match was conducted between them. I got to know later that, the winner would receive their prize on annual day (That just put salt over my wounds :/)

                To be brutally blunt, we lost.

It hurts to be honest. I spent so much time and effort into volleyball, I just don’t think that I deserved losing. I gave it my best shot but I’m afraid that wasn’t enough. Sigh.

                I could blabber on and on about why and how we lost the match but, I think I’ll save it for some other day. Let’s just say that it wasn’t our day. However, that doesn’t take anything away from the opposition, they played well enough to defeat us.

                I made many judgemental errors.  Just like Brutus(in Julius Caesar). Defeat was imminent I guess.

                However, I became wiser at the end of this match. Next time(If there’s going to be a next time), we’re going to put up a much better fight. I really want a re-match but, that isn’t anywhere on the current schedule. I just want another shot at glory and this time, I’m sure that we’ll make it.

                Before I go, don’t forget the eternal words.

Nobody challenges me and lives to tell the tale.

Dr. BabaSaheb Ambedkar – A multifaceted personality

                Eight years ago, on a visit to my village with my family, I spotted a statue of a person right in the centre of the village. He was wearing spectacles and was dressed in a suit. I wondered who he was. I looked down at the inscription on the pedestal of the statue. It read “Dr. B.R. Ambedkar”.

That was the very first time I came across Dr. Babsaheb Ambedkar.

Casteism(and untouchability) has been around for thousands of years. People have tried to rebel but none have succeeded in doing so as successfully as Dr. Baba Saheb Ambedkar. He did so not through ‘fear’ but by appealing to the inner conscience of people. True, it did take time for it settle in the hearts but, the wait was more than worth the blood-shed had a feud taken place.

            History has given us many leaders but only a few have managed to shake the very foundations and be successful. Bhimrao Ramji Ambedkar is definitely one of them.

            His page on Wikipedia lists him as an Indian Jurist, political leader, philosopher, thinker, anthropologist, historian, orator, prolific writer, economist, scholar, editor, a revolutionary and one of the founding fathers of independent India. That’s enough proof to tell you that he is a multi-faceted personality.

            He is a combination of the best. He has a will of iron like Sardar Vallabhai Patel(The iron man) combined with the power of pushing people into action like Mahatma Gandhi. He fought for his people and not once did he back down and ask himself why he was doing what he was doing. Many people think serving the society as a burden, not him. He believed that serving the people around him was his responsibility.

            Prejudice surprised him. As a child, he didn’t understand why it even existed. How was he different from the others? Why shouldn’t he be treated equally like the others? Why won’t people understand that he was no different from them?

            His childhood is filled with memories that showed him, how deep casteism had dug into the Indian hearts. It was etched into their hearts as though someone/something had soldered it there. Right from not being able to drink water because he wasn’t allowed to touch the water-cups to being shunned by the station master because he was an untouchable.

We might read about those incidents and feel sorry for him. But, in reality, these were the incidents that helped realization dawn on him and mature faster. He realized just how cruel the Hindu idealogy of ‘untouchability’ was.

These incidents didn’t deter him. They didn’t trouble him as they would have troubled others. If anything, they just doubled his determination to put an end to this practice.

He was curious and tried asking others “why?” but their answers never seemed to satisfy him.

It was this endless thirst for knowledge that persuaded him to become what he did. If there was one thing that persuaded him in completing his education, it was the hope that at the end, he’d have answers.

                        His parents played a really important role in his upbringing. Had his father not realized the importance of education, I doubt it if he would have even thought about sending his son, Bhimrao Ramji to school. He even shifted his house to Mumbai on the advice of Bhimrao’s teacher to give him a better education at the Elphinstone High School. He managed to keep his scores and grades high despite the cruel treatment that he was meted out to by his class-mates. In a particular incident, he wasn’t allowed to write on the blackboard because his classmates thought that their lunch-boxes, which were stacked on the other side of the black board would get ‘polluted’.

            He was identified by some organizations who were interested in improving the standards of the society. When he passed his matriculation exam, a big party was held to congratulate on his achievement of being the first to pass this exam from his society.

            Though Bhimrao Ramji was 17 years then and an educated person, he could not voice his opinions against child marriage. He was married to Ramabai a nine-year old girl from the neighbouring town of Dapoli.

            People who take full advantages of the opportunities given to them are the ones who turn out to be most successful. Bhimrao Ramji understood this ‘truth’ of life pretty early in his life and when a chance to go abroad for higher studies came about, he accepted it. This was possible through a scheme of the Maharaja of Baroda, Sayajirao Gaekwad II, which gave a scholarship to some outstanding scholars to study in the United States of America.

            This was a very important stage in Bhimrao Ramji’s life. He went to study at the well-known Columbia University, New York. After years of facing unrelented prejudice in India, he welcomed the freedom and equality he experienced in the United States. Though racism wasn’t extinct, the life he led there was refreshing. No one discriminated him. It was as though he had landed in a land of utopia. It was probably from here that Bhimrao Ramji mustered up the courage to fight casteism in India. He envisioned the life he led in the US for every Indian Dalit.

            While in the university, he could have done anything. There was no one to tell him to do anything but, he chose to study. Eighteen hours a day. This led him to complete his Ph.D. thesis in just 3 years and he received an M.A in two years.

            He then went to the London School of Economics but as fate would have it, his scholarship expired and he had to come back to the state of Baroda.

            He was offered a high post in the Civil Services and held a doctorate. These were despicable days. He once again faced the discrimination because of his caste. No one handed him files or papers, even the peon threw them onto this desk. This gives us an idea of how ‘untouchability’ had become a part of everyone’s heart.

            He had enough of the treatment he was being given here and decided to quit. He managed to obtain the job of a professor of political economy in the Sydenham college of Commerce and Economics, Bombay. He still had this urging desire in him to continue his higher studies. He went to England in 1920 at his own expenses. In the next three years, he managed to get numerous awards and qualified as a Barrister-at-Law.

            He returned to his mother land at the ripe age of 23. He knew however that nothing had changed around him. People didn’t care what his qualifications there. They refused to see the light of the day and continued to treat him as an ‘untouchable’.

            It was then that Bhimrao Ramji felt that the time to do something about it had finally come about. Even though his qualifications meant nothing to other people, he was well respected within the Dalit community. He had received the best education any Dalit in those times could get and hence had the potential to be the leader of the Dalit community.

            He started voicing his opinions and things that he felt should be reformed. One of them was the separate electoral system for the Dalits and other lower castes. He also favored providing reservations for the Dalit and other minority communities. 

            Some incidents have shown his true fearlessness. He believed that justice doesn’t come on it’s own, people must try and secure it for themselves.

            Even though the legislature allowed everyone to use public water, wells and tanks, dalits were still afraid to use them. One such was the Mahad(Raigad, Maharashtra) municipality tank which had opened four years ago but not one ‘untouchable’ had drunk from it. Dr. Babasaheb Ambedkar led a peaceful procession to the Chowdar tank and became the first ‘untouchable’ to drink from it. This action provided the necessary courage that other’s needed and they drank from it as well.

            He believed in setting an example for others.

                        He was glorified as a hero by thousands of his followers on his return from Bombay after the separate electoral system had been granted.

            However, Mahatma Gandhi opposed it. He believed the Harijans(children of god – Untouchables) and Hindus would never reconcile if this idea went forward. He believed that Hinduism would change and leave the bad practices behind. He began a fast-unto-death.

            Only Babasaheb had a say in this matter. At first, he refused Gandhiji’s plea saying that he was doing what was best for his people but, as the matter prolonged and Gadhiji’s health began failing, he visited him. In subsequent visits and numerous talks, Gandhiji had finally managed to convince Babasaheb Ambedkar that Hinduism would change and leave it’s bad practices behind. Instead of separate electorates, more representation was to be given to the depreesed classes.

            The period between 1935 and 1950 was his prime-life. He was appointed the Principle of the Government Law college, Bombay.

            During the Second World War, he was appointed as the Labour Minister. However, he remained in touch with who he was. He didn’t turn corrupt. He said that he was born poor and his attitude towards people never changed and never would change.

            Dr. B.R. Ambedkar is best known as one of the founding fathers of the constitution.

            All his study in law, economics, and politics made him the best man available for this job. He had to make a constitution for the World’s largest democracy. He stood up to the job and did all the research he could on the constitutions of other countries and a deep knowledge of the law. He had to face this burden alone, he alone could do justice to this task. He didn’t back down by the sheer enormity of the task, instead, he faced it. Head on.

            He said that “Hinduism has only given us insults, misery, and humiliation.” At a Dalit conference in 1935, he said “We have not been able to secure the barest of human rights….I am born a Hindu. I couldn’t help it, but I solemnly assure you that I will not die a Hindu.”
After attending a Buddhist Conference in Srilanka, a few years after the independence, he announced that all ‘oppressed’ people should embrace Buddhism as the way of life. He also said that he was going to devote the rest of his lie to the revival of Buddhism in India.

            For the next 5 years, he carried on a relentless fight against caste discrimination. The battle was half-won when the constitution prohibited the practice of untouchability in India, However, Ambedkar knew that it would take a long-time before it managed to get through the heart of every Indian.

            He embraced Buddhism in 1956 at a public ceremony. He became one with nature just 7 weeks later….

That was the end of the life of one of the most charismatic leaders in the History of India.

            He was one of those who changed the course of history, moved and shook the world. He showed the path the people should follow and occupied a million hearts. People like him don’t come about often but, when they do, they leave such a lasting effect that persists for ages to come. Few people on Earth have managed to cause a paradigm shift like Dr. Babasaheb Ambedkar. Even fewer have managed to do it with his tenacity. He was a true leader.

            Men like Dr. Babasaheb Ambedkar are immortal. They continue to live long after they become one with nature. His memory continues to live in the Dalits who till this date, respect him with all their heart. The coming generations will continue to respect him and cherish his memory.

These 3 quotations are in my room so I thought that I’ll just write something on them because I am almost out of ideas to write on.
“Education is the manifestation of perfection already in Man” – This quote says that man is already perfect, it is just that he has forgotten to bring it to life. Education thus, helps in regaining this perfection, it sort of wakes it up.

At the very start, I feel like “are” mustn’t be used, instead of it, “is” must be used. I don’t know why, everytime I read it, my thought goes to that. Anyways, keeping that aside…The quotation is self-explanatory again.

MONEY ORDER TRHOUGH SMS - TRAILS COMPLETED AND THE SERVICES ARE EXPECTED TO BE LAUNCHED SOON -- NEWS



Here is a good news for the customers of postal services. Now, the money orders will become hassle-free and can be disbursed via an SMS. The trials are completed and the services are expected to be launched soon.

The state-owned Bharat Sanchar Nigam Limited (BSNL) has developed a customized application to facilitate money order service to 155,000 post offices across India. BSNL is the technology enabler and this service will remain operator neutral.

Speaking to CIOL, BSNL CMD RK Upadhyay said that they are working as per the memorandum of understanding (MoU) signed with the department of post (DoP). "We are in the final stages of service rollout" he informed.

The government initially chose Bihar and Punjab to initiate the service since a lot of immigrant workers hail from these states.
India Posts Secretary, Manjula Prasher had on an earlier occasion told CIOL that mobile money orders would be a good initiative to help immigrant workers who remit money to their home states.

The project will empower designated post offices with mobile devices that have pre-embedded the application. While transferring, the remittance senders' need to furnish basic details that includes receivers' mobile number.

The receiver will get a 16-digit transaction code via SMS from which money can be claimed from a local post office. The government has planned to allow instant money order service up to Rs. 50,000.

INDIA POST SIGNS WITH INFOSYS FOR CORE BANKING


Infosys bagged CBS Contract @ Rs.700 crore

 


CBS-Contract signed with M/s. Infosys- MESSAGE FROM DIRECTOR( CBS)

I  am excited to share the news that the Department has signed the contract today with M/s Infosys Ltd for deploying CBS and ATMs in Post Offices.

Infosys , as System Integrator will deploy the CBS ( Finacle) and Insurance softwares. They have tied up with M/s NCR for installing ATMs and with Yelamanchilli (YCS) for the ATM switch and M/s IBM for central hardware. Data migration from legacy accounts is also part of their scope of work. The period of contract is 7 years which includes the Operations and Maintenance activities for this period. Infosys will also station one Project Manager in each of the circles to deliver the project in time. They will also run a helpdesk to resolve issues of our staff from post offices. The project will cover around 25,000 departmental offices in a period of 24 months. The CBS Rural ICT application will also be rolled out in 1.3 lakh branch offices. The identified 120 pilot offices will start CBS in 6 months and Pilot roll out will be completed in 9 months from T. T will be fixed shortly.

Increment Day for Central Government Employees – 1st July of Every Year

1st July of every year – ‘Increment Day’ for Central Government employees.

As per the 6th Pay Commission CCS (Revised Pay) Rules 2008, provisions of Rule 10 with effect from 1.1.2006, uniform date of increment was implemented for all Central Government employees i.e. 1st July of every year. One more condition for getting increment is provided in this rule, completing six months in the same pay as on 1st of July are only eligible to be granted the annual increment.  Who have not rendered six months period of service as on first of a year will not be eligible to draw increment on that day and their date of increment will fall 12 months later on the next 1st of July.

Today is the ‘Increment Day’ for all Central Government employees. If the increment  day falls on Sundays or holidays, the next working day will be taken as resumption day. In case of an employee taken leave  2.7.2012, his increment benefit will be granted only from the date on which he resumes duty and not from the first of July.

There would be rare chance to occur such problems to take leave on increment day. But whereas, better to avoid to take leave on first working day of any year. Normally most in the Government organisations, promotion orders are not publishing on  the date of promotion. If the promotion date falls on first January, there should be condition on assumption that the promotee should be present for the duty on that day of promotion. If not, the promotion is to be granted only from the date of resumption of duty on return from leave. According to this rule, qualifying period for earning an increment is six months on 1st July, the date of next increment will postponed to the next year.

In the light of the above situation, if the first day of any year falls on Sundays or Holidays, the Dopt clarified that the ‘Government servants who join posts on the 1st working day of the year will be treated to have completed six months of service on 1st of July of that year for the purpose of granting them annual increment on that day’.

Every Central Government employee should know the calculation of Annual or Promotion increment, one increment is equal three percent of the sum of the Pay in the Pay Band plus Grade Pay and it should be calculated and rounded off to the next multiple of ten.

Annual Increment calculation :-

An employee drawing a pay of Rs.12,030 including Grade Pay of Rs.4,600, his increment fixation will be fixed as follows…

Basic Pay including Grade Pay : Rs.12,030

3% increment for Rs.12,030 and it rounded off to the next multiple of ten : Rs. 360

His Basic Pay as fixed on 1st July : Rs.12,390

[Note that in the case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of ten.]

Soon, send money order from your mobile

The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

"The Department has signed an agreement with BSNL for providing money remittance throughmobile phones," Department of Posts (DoP) said in an official statement today.

As per the pact, BSNL has been provided with the requirements of DoP for development of the software.

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012.

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said.

As per the spokesperson, DoP will give commission to BSNL for each remittance made and the commission will vary on the amount transferred.

Under this facility, receiver of the money will get SMS for transaction and initially get cash at the nearest authorised post office by showing the message, the spokesperson said.

How to Repair a SQL Server 2005 Suspect database

Sometimes when you connect to your database server, you may find it in suspect mode. Your database server won’t allow you to perform any operation on that database until the database is repaired.

SQL server database can go in suspect mode for many reasons; some of them are given below:

Improper shutdown of the database server
Corruption of the database files
Unavailable device files
Unavailable database files
Database resource used by operating system
SQL Server incorrectly asserts free data page space when a row is inserted


To get the exact reason of a database going into suspect mode can be found using the following query,

 DBCC CHECKDB (‘YourDBname’) WITH NO_INFOMSGS, ALL_ERRORMSGS

Output of the above query will give the errors in the database.To repair the database, run the following queries in Query Analyzer,

EXEC sp_resetstatus ‘yourDBname’;
ALTER DATABASE yourDBname SET EMERGENCY
DBCC checkdb(‘yourDBname’)
ALTER DATABASE yourDBname SET SINGLE_USER WITH ROLLBACK IMMEDIATE
DBCC CheckDB (‘yourDBname’, REPAIR_ALLOW_DATA_LOSS)
ALTER DATABASE yourDBname SET MULTI_USER

and you are done.

You should keep one thing in mind while using the above queries that the repair mode used here , REPAIR_ALLOW_DATA_LOSS, is a one way operation i.e. once the database is repaired all the actions performed by these queries can’t be undone. There is no way to go back to the previous state of the database. So as a precautionary step you should take backup of your database before executing above mentioned queries.

Cancel a Print Job Without Waiting Years

Ever tried canceling a print job in Windows but feel like it takes ages before anything actually happens? Windows is unable to cancel print jobs while the temporary file created for the print job is still being used by Windows. The solution: You've got to stop the spoolsv.exe service in the Windows Task Manager, delete any outstanding print jobs in the C:\Windows\system32\spool\printers\ directory, restart the spoolsv.exe service, and then start printing again. That's a lot of work to do manually, particularly if this is a problem you run into regularly,

Allergic to air-conditioners?

Got the sneezes and the sniffles? It could be caused by the air-conditioner
The temperature has dropped a notch; there's a hint of rain and more grey than blue in the sky. But the summer, at least in Chennai, is by no means over. Anytime now, the sun will be back from its sabbatical and the men from the Electricity Board will peer into your fuse box and shake their heads sadly. The air-conditioner, you see, does more than just overload the electricity grid. It often bungs up the nose, lines the throat with thorns and makes you feel miserable. At least that's what a friend, who sought respite from the wretched mugginess in an air-conditioned room, told me.

Susceptibility
She is, of course, hardly alone; legions of office-goers complain of headaches and stuffy noses when they wrap up work. Mums fret over their infants as they snuffle and snort all night in air-conditioned bedrooms; and the elderly talk fondly of a time when air-conditioners were unknown to humankind. And yet, though many people sleep in an air-conditioned environment, not everyone ends up with the sniffles. “It is a question of susceptibility,” says Dr. H. Ganapathy, consultant ENT surgeon, Apollo Hospitals, Chennai. “People who have a sensitive nose, who’re predisposed to allergies, those with compromised immune systems and those who’re already suffering from an infection, say, common cold, are especially prone to the ill-effects of air-conditioning,” he says.
The symptoms of rhinitis precipitated by air-conditioners range from blocked nose, and repeated sneezing all the way to tonsillitis, pharyngitis, sinusitis and body-ache. “It can affect the quality of life,” says Dr. Ganapathy. “If the nose is constantly blocked, you can feel sick and irritable, and your efficiency goes down. As for children, how can they play, study or attend school comfortably? So the important thing to do is identify why the symptoms occur.”
Cause and effect
Sleeping directly in a draught of air can compromise the airways, especially when there is an inherent block — either a blockage in the nose caused by a deviated septum or due to an infection such as a cold. But very often, when the air-conditioning filters have not been cleaned, if there are stuffed toys or pets in the room, pollen (from flowers/indoor plants), chemicals (mosquito repellents), or perfumes (aerosol room-fresheners), the symptoms can get aggravated in sensitive people.
Often, it’s people who work in centrally air-conditioned buildings, who complain frequently about rhinitis and infections. “In such buildings, if the air ducts are not cleaned regularly, it leads to what we call the ‘sick building syndrome’. Infections spread easily in a closed environment,” says Dr. Ganapathy. People susceptible to rhinitis are also advised not to frequently move between a hot, humid area and a cold, dry one. “The thermostat should ideally be set at 22 or 23 degree C; and it’s important to have humidifiers in place. When there is insufficient moisture in the air, the nose gets dry,” he says.
Several over-the-counter medications and nasal sprays can provide relief, although the benefits are short-lived. Besides, drugs are not a practical, long-term solution for a young boy/girl who develops allergic rhinitis. Steam inhalation is usually flogged as a good option, as it clears the nasal passage; but Dr. Ganapathy cautions against doing it when you have a bacterial infection, since it can carry the bacteria deep into the ear, leading to an ear infection.
“You have to find out the basic issue and treat that, not just the symptoms,” says Dr. Ganapathy. Typically, wait for a few days to see if the symptoms subside; if they do not run their course (as they would, if it were an infection), or you don’t feel any better in a week, you need to see a doctor. Identify if there are polyps or a deviated septum in the nose that is obstructing the free movement of air; find out if you’re allergic to dust/ mould/ smells and check if pollution is exacerbating your problem. Periodic maintenance of the air-conditioning filters is essential. If you can’t avoid the triggers of your allergy — i.e., if air-conditioning bothers you, but your place of work is fully air-conditioned — then you need to discuss with your doctor how best to alleviate your suffering.
With a/c now a necessity, these tips may be useful
* A/C maintenance is the crux of the issue. If the filters and ducts are cleaned regularly, it can minimise the problem.
* Maintain room temperature at a comfortable 22 or 23 degree C.
* Ensure there are humidifiers in A/C spaces.
* Keep out stuffed toys and pets from A/C bedrooms.
Dr. Ganapathy explains sinusitis
Imagine the nose is the main hall from which various rooms branch out. The rooms would be the sinuses. Air goes through the main hall and into the sinuses; mucous secreted there drains through the nose. When the nose gets blocked because of allergies, there is no ventilation and no drainage. So the sinuses, which should normally feel light (like a balloon filled with air) become heavy because of the trapped mucous. We then try to open the door by using anti-histamines or nasal sprays.
